Am 16. Juni 2025 erließ der Ständige Ausschuss der Nationalversammlung die Resolution Nr. 1685/NQ-UBTVQH15 über die Anordnung der Verwaltungseinheiten auf Gemeindeebene von Ho-Chi-Minh-Stadt im Jahr 2025 (gültig ab 16. Juni 2025). Dementsprechend wird die gesamte Landfläche und Bevölkerung von Bezirk 5 und Bezirk 14 des ehemaligen Bezirks 11, Ho-Chi-Minh-Stadt (Ho-Chi-Minh-Stadt), in einen neuen Bezirk mit dem Namen „Hòa Bình“ integriert (Absatz 30, Artikel 1).
